Video Game gift purchase - Target.com Return / Refund Services

On December 5th, 2014 I purchased a video game from Target.com . The game was to be a gift to my son from his mother and I. The estimated arrival date on the order stated that the item should arrive via UPS between 12/12/2014 and 12/17/2014. After not receiving the item between the afore mentioned dates, I proceeded to track the shipment by way of the tracking number listed on my order. Unfortunatly the number turned out to be bogus and did not exist. I contacted Target.com's customer service and told them my situation. After a frustratingly long conversation, I agreed that they should just refund my purchase amount. Since I am disabled, I only check my email typically once or twice per month, so today upon reading my email, I find that Target.com did not refund my purchase amount, instead they issued me an e-gift card for use with thier company. Since they had completely dropped the ball with my original order, this continued failure by them to simply issue a refund, totally upset me. Because of Target's inability to keep thier customers information secure in the recent years, I had used my Paypal account to make the purchase, in hopes that an added layer of security might protect my financial information. Now Target.com's supervisor namde Lena, is telling me that Target.com has no way to refund a purchase to Paypal, and that thier "policy" is to issue an e-gift card to the purchaser instead. Simply because Target has not set up an agreement with Paypal to issue refunds. The end result is that in order for me to ever see my money again, I must repurchase the item a second time, which is impossible because they no longer have the item according to thier site, and even if I could re-buy the item, I would then have to drive to the nearest Target store and return the item thier for cash. The nearest Target store from where I live, is 30 miles, and again I am disabled, so this would be an extremely painful and drawnout proccess. I realize that with Target having so many customers, that my lack of business will go unnoticed, but there should always be a way for them to make things right with thier customers.
